First, welcome to YT. We help when we can but this sounds like a problem that your vet needs to manage. There are other problems with the palate than cleft so your vet will check for those. I was gonna suggest the water bottles but your other dog would have to learn to use it as well. BTW, any size dog can learn to drink from the bottles, but that will not take care of the cause of the problem.
Please keep us posted about your vet's diagnosis and how your baby is doing. I, too, would be concerned about aspiration pneumonia or palate problems but we all hope there is not a problem..just a quirk..
