These doctors are bonkers. My friend in HS had nothing and when she decided to go on the pill lo and behold a little while after her barely a went to a full b. The pills are hormones so they might just stimulate and underactive gland.
I do know an attorney that I used to work with that started training hard for a marathon and she lost about a full cup size in the training. The breast tissue is very fatty so with all the dieting and the upper and lower body exercising it melted down.
