I think it depends on where you are going. Great Britain will not allow you to bring your dog into the country without 6 months of quarantine. But in other contries, Germany for example, it is no problem at all. Your little dog just needs a rabies shot and a Vet clearance and you can take him with you. You also can take small dogs in a travel carrier in the cabin on most airlines.
Maybe you could do some research on that. But don't forget to check if dogs are allowed in your quarters abroad.
