It's personal preference. If you don't care about the size, and you aren't going to breed or show, then it doesn't matter.
My Chloe is 3 lbs and Baxter is 6 lbs. I choose Chloe small because I wanted a tiny Yorkie. She is fiestier than Baxter is!
It's all how you feel about it.
