When dogs mate then first the male is on top of the female as we usually know it. After the male dog ejaculated they have to go into the "hanging phase" where the male and the female are "butt on butt" with the penis still in place. This phase can take up to 5 or 10 minutes and a seperation before can be very painful for both of them. Did you hear them crying? Did they have enough unattended time together to get to this phase? If you ever find them in this position never try to seperate them. A bucket of cold water can keep a male from trying to mate.
