I wouldn't do no leash unless your dog never wanders. But, yeah, I think treats are the way to go. In attention class, they would literally start us off rewarding him the second he made eye contact with us on a heel. He liked it because he got a lot of treats. But gradually, we were able to go around the room once or twice before a treat.
