Although neutering removes the majority of male testosterone there is still some produced to give some males the urge. The erection and tie are due to blood flow and have nothing to do with the sperm. The male was probably neutered later in life. So yes, it is possible to that they became tied, but it is not possible that she will become pregnant, if the dog was in fact neutered.
