I've been into tons of petstores, and they all say the same thing: We don't get our dogs from puppymills. Okay...then which petstores do? And do you really think they would have a sign that says: We sell puppymill babies? They get their puppies from brokers, who probably get their puppies from a mill. So "technically," no, they don't buy them from mills, they buy them from brokers. That's how they get around the technicalities.
