I just measured him, from his hind leg to the top of his back is 6 inches. Am I overreacting or is this normal?

First of all there is no such thing as a tea cup yorkie...this is a breeders way of getting more money for their pups...Yorkies are a toy breed some being smaller than others...And, maybe is just going to be a smaller yorkie. I have a friend that has 2 yorkie girls. One is 10lb and the other is 4lbs. My little Sadie {2 1/2years old} is 5.5 lbs and her Mom was 10 lbs and Dad was 4.5 lbs there were many different sized pups in the litter..
I would just give him time to grow...
