I think because she is already used to going on carpet that you will have a difficult time if you continue to use pads. Try housetraining her and eliminating the pads. She will do better with the inside/outside distinction. It is also important that you crate train because otherwise she WILL make mistakes and she has never been taught to hold it until someone can let her out. She needs to learn that before she will ever learn to go in a specific spot.
