Well, I have seen alot of marks on dogs as a retired groomer...but I would want to see the groomers set up to make a decision.
Clippers burns are not round and perfect..they are ususally jagged and straight.

Cicular blow dryer can burn the skin in that manner...but, the dog will move away and there is not enough time to burn the skin in a pattern...she would need to have been laying on her back quite still to burn a perfect circle...BUT if the groomer had her standing on her back legs and blowing her belly dry with HOT dryer it could have made that burn mark...but I hate to blame the groomer if I am way off...

Some groomers have warm air blowing in one end of the cage and a circular exhaust sucking air out the other end..these outlets are round, but I have never seen a dog able to get their belly near one...totally a puzzle...



A burn will clear up fairly fast with oinment...if it lingers, then I vote that it is bacterial infection.
