Omg puppy+fingers and toes=eeeeeeeeeek

Ok...
So we have an eight year old yorkie (I've posted on here about his recent health problems) and a 14 month old yorkie.
Our puppy has a thing with fingers and toes. I could be sitting on the floor and drumming my fingers on the floor and he'll attack them. There's been times where I am laying in bed without socks on and wake up and panic because I feel something attacking my toes and then his little head peeks out of the covers with a look that says "what'd i do?"
It wouldn't be such a concern if he didn't do this to EVERYONE!
People who walk in our house barefoot are targets for the little toe attacker. He will literally sit underneath the table and watch them walk by and then jump out and try and play with the person's feet.
Scares the crap out of a LOT of people They're just walking by and then all of a sudden a little brown ball of fur jumps out and attacks their feet.
I yell at him. I bring out the dreaded spray bottle and spray a bit of water (he used to HATE that...now apparently he doesn't...now he'll drink the water when you spray it at him ). We've told him noa nd put him in his "bad boy crate"...we've done everything. I am tempted to buy something like vinigar and just put it on my foot for a couple of days so when he tries to pounce on it he gets a surprise of a rather nasty taste in his mouth But there's something about dousing my feet in vinigar that doesn't sound too fun.
What do you do? When it comes to my little finger and toe monster it's every man for himself lol
