What a little cutie pie! He looks all yorkie to me. One of my mother's yorkies still had extremely short leg hair at a year old. The rest of his coat was long and it was starting to look a little funny so she had him clipped in a puppy cut. When the coat grew back, the legs grew in too and today at 2 1/2 he has one of the most beautiful coats I've ever seen. At 4 months it is way too soon to be concerned. I'd love to see more pictures of your little guy!
