It's absolutely an Alpha male thing and it's absolutely normal. However, due to Dixie's age and size I would not allow any unsupervised play. Being pack animals everyone in the house needs to figure out who the Alpha pack member is...which is you! If Yogie is being too rough or too aggressive and Dixie is showing signs of stress you need to assert your role with him as the "leader" with a quick, loud, "NO". I would suggest you playing on the floor with them and letting him know just who is in control. My concern would be Dixie's experience as the lowest on the todem pole. You don't want her to become too submissive as it can lead to some behavior problems. My guess is, as she gains age and size she will assert herself and they will work things out fine and you will have a perfect little Yorkie pack. Good Luck! and enjoy your babies!
