Default wiz dog and pee pads

Okay, here's a long one for ya! I never had a pee pad trained dog and many of my friends said that it would be a disaster for the whole of my dogs life if I did that. I contiplated and posted on yorkie groups for months. I settled on the Wiz Dog. I figured it was "different" feel enough from a carpet. I was going to train him to tell us when he needed to go to the bathroom, but when we were gone, put that down.
Well, things changed dramatically when I actually got the puppy. He practically refused to go outside. If I had a normal job, housebreaking would have been more of a nightmare but luckily I own my own business. He was using washable pee pads at the breeders and it took a while to get him used to the paper ones. Now, the only thing he confuses is a bathroom matt or towel in the bathroom.
After much headache and findng what worked to get him to "go". (He has the worlds best bladder I've ever seen), I now have a pad in the bathroom and he will use it even if he is running around the house and will go in my fathers bathroom (I visit there often for work) as well on that pad. Great...still not "asking" to go out or to the bathroom but I can't tell you how much this helps. It separates and tells him "where" he can "go" and is a lifesaver in the pouring rain and when my mother has to watch him.
Here is my issue. These pads are getting quite expensive and now with a new pup coming...ugh. Would it be too confusing to use the Wiz Dog at home and for long stays somewhere (so I can put newspaper under the grate to save money) but also train him on pee pads and outdoor?
Let me give you an example of why I would still need pee pads. Let's say I take him to the rink (where I work) and he has to "go". It is pouring rain out. If he gets wet, he will get sick in the rink because of the coldness. Taking him into a bathroom and saying "go pee" (he is 99% trained to go on command right now) on a pee pad would be a GREAT help. The Wiz dog is too bulky to travel with on errands and for things like that. Let me also say...my climate that I live in...stinks!! LONG COLD winters...very harsh and right now...TONS of rain.
