I am so sorry to hear that your baby has these hernias. If I were the breeder, I would at least past for the surgeries or refund your money or make an arrangement that both of you would be happy with. Since IMO inguinal hernias are as a rule genetic, you could never breed any dogs of either sex that are related to him. So, if she will give your money back, I would say start a puppy fund and when you have at least twice what you paid for the puppy, start intrviewing breeders who are reputable. Most puppies are sold as pet quality and the contract is a S/N one especially when the registry is AKC.
I live near Annapolis and I know the prices are outrageous so you are gonna need at least $1500.00 for a female that MIGHT be breed quality. There are some show breeders in your area BUT they sell with a S/N contract so you will need to do a lot of research to find a responsible, reputable breeder who will mentor you in a breeding program.
