If you're looking for that kind of dog for about $1000, you're going to have to look outside of California. And even so, it'll be a little bit more than just the $1k you're willing to spend.

I know of a reputable breeder who is selling a 7 month old female Yorkie that weighs about a little bit over 2 lbs, but she's in Ohio. And I'm not sure what the price is. She won't ship, so you'd have to fly over there to pick her up.
