WHen you say he's having trouble peeing do you mean he's having trouble balancing long enough to pee or the stream of his pee isn't a steady flow? If he's just off balance that's completely normal. he'll be fine either later tonight or tomorrow.
in the pictures, are those staples that they used? that's what it looks like. i've never seen staples used in neuter.
Alot of vets don't give males pain meds because their surgery is less invasive then a females. they heal quicker and the suture site is smaller. Don't be worried, he'll be better tomorrow. just let him sleep it off.
