Have a look at Sherpa Travel Bags.

We have one and Mitzi likes it and they are approved by most arilines. When we ask the flight attendants they always allowed us to have Mitzi on our lab during the flight. Only during take-off and landing she has to be in her bag and on the floor for security reasons.
