I think these men need to be dropped kicked like a football. I'm sorry when will this get serious enough that the government and law enforcement will do something about this. Do people not realize that if someone is going to do this to a helpless animal; what will stop them from doing this to a human being? This sickens me that people that commit these animal cruelty crimes walk away with a slap on the wrist and a fine. Oh please! I think that you should always keep your dog on a leash or harness if you go outside. Especially if you live in apartments. Even it is to take the trash out and you think nothing will happen.
