Did he not have the cough at all before his surgery? If not, then that might be a good explanation. One of mine was hoarse for a few days after they had surgery.
Chachi may have a good point too- kennel cough- has he been checked for that? He could have even picked it up at the vet when he was there...
Fortunately my little guys cough went away after a few days. I guess it was just a cold or maybe allergies...
