Two weeks post whelping is too long in my opinion. If the blood is pus streaked or has a foul odor it could indicate a uterine infection like pyrometra or meteritis, both of which can affect the puppies. You might take her temperature, if it is elevated I would definitely take her in, but would probably take her in even if it wasn't just to be sure.

Normal rectal temp is 101.5 degrees.
