He did not understand. Or at least if anything he understood it to mean "wet" = bad. You could have put water on it and he'd think the same thing. Just want you to understand this. IMO belly bands are a not a housetraining tool. Do you crate train at night too or just let him run around? Try the bells they do work. Also, with the dog run - are you actually out there rewarding him for going outside?? He probably feels no different if he pees outside or inside - what's in it for him? You need to praise him as he is going so he knows why he is being rewarded. That means going outside with him. We let Loki out on a leash, always have.

You said when you yell at him, he pees. This is called submissive urination. Yelling at him will make it worse. If you catch him in the act you may startle him, not yell at him (clap your hands or something) and carry him to the appropriate spot, then praise him when he finishes. Submissive peeing is the dog saying you are in charge. It's a sign of respect OR they will do it to get you to stop yelling at them (like, OK I submit, you're in charge now stop it).

Try reading a few training books by Pat Miller, Patricia McConnell, Jean Donaldson or Ian Dunbar. If you want a more specific recommendation, let me know. Just check out Amazon, they have all written several books.
