You type up a letter and in a very neighborly way ask your neighbors to keep their cats in their own yard because of the reasons you stated. Put them in your neighbors mailbox and you might even want to include some homemade (the pillsbury roll you slice of course!) cookies in a little sandwhich bag attached to each note.
