well, I have a pack of 7 and they only bark when there is something to bark about. My maltese always starts it though! But I have a yorkie boy that doesn't make a sound. He acts like a cat. Very slicky and never barks! I do believe it's going to have to be the personality of the individual pup as well. You can maybe visit with him when he is older and play and ask the breeder which temperment he has.
As a breeder, all new babies have their own way... even from the very beginning. I can tell an agressive one who will push his/her way to the niple and ones who will get pushed aside!
But you said it was 3 weeks and ready in 4 weeks? I think 7 weeks is way to soon for a puppy to go to it's new home. At that age, they may be soooo adorable but they are still developing social skills with their siblings.
