I think 4 weeks is soon enough to start offering food (maybe earlier if their large pups). I'm not exactly sure the nutritional content of tripe, but I don't think one food can meet all of the nutritional needs of puppies. I would suggest you feed them the dry food you plan on feeding them soaked with lots and lots of water (maybe even add a little bit of can) and then slowly reduce the moisture until they are eating just dry. Also keep small sized dry food available at all times. You might want to consider purchasing a special stainless steel puppy bowl for feeding litters. It has a hump in the middle so the puppies gather around it in a circle and don't step in the food. Seems to keep everyone cleaner.
