Yorkies are still maturing and growing etc and need to have the time to do that before ever considering breeding. I don't breed any of my girls until they are between 20 and 24 months depending on timing of heats.
Breeding on a first heat is definitely too young. Often her mother instincts don't kick in and you will end up raising a puppie's puppies.
In answer to your question, a first heat can be any time from now until after a year of age even. Often it will be about 7 1/2 - 11 months of age but that isn't written in stone.
