Default Peeing on the carpet still

I know many of you will relate to this. Zoie is 4 months old and still pees on the carpet half the time. We were paper training her and it wasn't working out all the time and it got warm outside so I took it outside and she would still come in and pee on the carpet. So I took away the paper entirely and she's started to pee outside, but only when she's held it for a long time in her crate like all night or during a nap. Other than that, she'll go outside, not pee and then come in and 10 minutes later pee on the carpet.
I try leaving her in her crate for in-between pees, but eventually I feel guilty and let her out in the house (after letting her out yet again). She'll still pee on the carpet. I even stand out in the rain with her and she just stands there.
Just had to vent. I'm ready for her to start "getting it". We are getting a fence for the back yard tomorrow and I can't wait to turn her out by herself. I'm just afraid she'll spend more time outside and still not understand that I want her to pee outside, not in!!
