Try getting personal with them. Ask them about their work, where they live, their family, past pets, etc... see if you can get them to open up even more.
Here's an idea! Confirm that they will be taking the puppy to the airport personally to ship to you. Once you get that confirmation, say your spouse is in the U.S. Military and is currently stationed at the U.S. Embassy and will meet them at the airport. You will Western Union the money to your spouse and they will hand you the cash in exchange for the puppy. ~ Or something like that.
