blue tongue definately means she's not getting enough oxygen. did he check for a collapsed trach? maybe she's just developed it. I remember when we had an old bichon come in for this problem and had never had problems breathing before. with him, he had a collapsing trach and had a small cyst growing on it that was blocking his air way when he got too excited. it was really hard to feel for so maybe your vet missed something on his exam. i would recommend another opinion and don't let her get too excited about things becuase that's probably when she'll have the breathing problems
