Maybe if you just use the rubber bands for a while until she gets used to the idea of having something in her hair. It's harder for her to rub out just a rubberband than it is a bow attached to one. And in the meantime, the little devil boy will get used to leaving her hair alone. And of course, every time you see him going after her hair, you have to discipline him as if he has really done something wrong or else he'll think it's some sort of new game. Let him know that he's not supposed to do that.
