My Yorkie isn't a barker, but will often (not always) bark if he hears another dog barking. And, he will bark whenever he hears a dog barking on TV.
On the other hand, my Bichon won't start barking if my Yorkie barks.
I believe that my Yorkies barks when he hears other dogs --if it is barking that he doesn't expect or isn't used to -- TV, etc. He seems to have become used to one of our neighborhood dogs barking often (he's used to hearing this dog bark), and it doesn't seem to phase him anymore.
So - hopefully, after a while, your pup will get used to the neighborhood dogs barking and end up not paying much attention to it.
