I have owned tortoises for years, so I know how she feels. I own an Aldabra who is my pride and joy. I have thought that she was lost several times and she ended up being in different places around the yard. It is scarey for her because she was $3,500. Her species grows to be the second largest in the world. Anyways, here is some advise.
I would buy lots of romane lettuce and put a big pile of it around where the person last saw it. Sprinkle little bits of it leading to the big pile. This is the area is grassy. Check on it from time to time to see if he comes to it. Tortoises prefer this lettuce over grass and will travel to it instead of eating the grass. It depends on the area. If it is a dirt or sandy area, they will even travel to a bale of hay. They are more likely to follow the path of the road then cross it. But sometimes they do try to cross it, I really hope it did not attempt to and was frightened by the cars. try to or drive slowly in the emergency lane, this is where it's most likly to be. But if people saw it from the road, someone is likly to pick it up. So definately put up posters. Put them up in Petsmart, Petco, feed stores, just all of the pet stores and grocery stores where people are likely to buy tortoise supplies.
