It looks like it's inflamed. Ringworm is a red circle patch that will continue to get larger if not treated. It's kind of rough feeling but no definite scab. Some skin cancer is raised, with a soft scab, but doesn't look inflamed. I think a vet visit is in order. If it is ringworm and it's not treated in time, the hair will NOT grow back, also, ringworm is contagious to humans and other animals.
