In my experience I've see ears go up at various ages. Some as long as 6 months...I keep the ears shaved and tape and tape and tape until I am certain they will stay up..
I have heard of shaving the ears at 2 wks old to make sure the ears are up from the beginning..I ususally shave and tape starting at 5 wks...
I wonder what other breeders do to make sure ears are up.
