When a dog humps someone or another dog it is a dominance (sp) issue. He is trying to be top dog. It depends if you want your girl to be the dominant dog or him. If it is her (since she was there first) then I wouldn't allow him to do it. With our Goldens we would have put the boy on his back and let her sniff him. He is in a submissive position and then she is in the dominant position. Hope this helps and that it makes sense....
