Angry What do you think about this situation?

As most of you know, I recently moved into a new house. It's a duplex, so my neighbors and I share "common area." Well we have a fence in the backyard (take a gander at pic) that 'separates' our backyard from theirs. Well, there are 4 openings in the fence that have trees in between instead of a fence. Needless to say, Baby likes to go into their yard.
Well, a couple weeks ago I mentioned to her that I was thinking about connecting the spaces in the fence with more fence. She said, "Well, I really like the trees there. They're pretty."
Well, I let it go....UNTIL tonight. Here's what happened.....
I took Baby in the backyard to go pee. I didn't have her on a leash (my fault) which I haven't been using. She went into their yard, as she's done before. But this time she started running from me! She ran under their fence into the front yard! They had a lock on their fence gate, so I had to RUN through the house into the front yard. Luckily, this little brat was waiting for me on the front lawn! I scolded her gritting my teeth, "GET IN HERE!!!" She came, thank God. But I was so POed and upset at the same time.
So, like it or not, this beotch next door is going to have to deal with me getting a fence all the way across. Did I mention, she also has a big, non-neutered chocolate lab?
So, how can I approach her nicely w/o getting an attitude. (I usually get attitude fast...can't help it. ) Matt's afraid that I might start a rivalry and they'll make our lives a living h**l. Shoot, nobody can beat me at the making lives h**l game!!!
