I have always heard that they are a form of puppy staph infection. Like someone else said, if it doesn't become red and inflamed then it should not be something to worry about. Our 6-year old Pivo had them when he was a puppy, and now my 17-week old has them too. If you want to be extra careful you can wipe them off after they pee. I used to wipe Ness off with a wet piece of toilet paper but he hated it and I wasn't particularly fond of it either so I stopped that. They go away over time. (or they might be freckles!)
