Both of my dogs have gone through really itchy periods. My female itched so bad that she itched a bald spot on her side that was weepy at first then scabbed up.
I'd check into the food you're feeding first. Mine seemed to be ultra sensitive to products with corn in it. Once I changed to a food without corn, the itching seemed to stop. My male also started itching again when I changed shampoos. If the shampoo leaves a residue of some kind, your baby may be sensitive to that. Yorkies are kind of notorious for their sensitivities.
What I did, when my babies were in the worst of the itching was put a shirt on them. They still scratched but at least they didn't scratch the skin so hard that it lost them fur or broke the skin. I also gave them benedryl when it seemed really bad until I could figure out what the sensitivity was. I tried sulfadene shampoos, oatmeal shampoos and even hydrocortisone sprays.
The smell that you're baby's producing from the weepy areas may be an infection of some sort. Yeasts especially have an odor although so do some bacterias and fungi. If it doesn't get better, I'd probably contact my vet.
