I would just keep track of how often she needs to go out to the bathroom and let her out then. Otherwise she will continue to scratch at the door every 15 minutes. Something else you could try is to teach her to tell you which one she wants. For instance, she can scratch at the door when you take her out to the bathroom but when you take her out for play time you could teach her to do another behavior such as run to you and then to the door. It is a little harder to do but it can be done. Just make sure that when you take her out to go potty that you teach her to scratch at the door and when you take her out to go play that you teach her a different behavior. Good luck with training.
