I don't think it's a pet but it might be an endangered or threaten species and they would be glad to know its where abouts. It doens't look like any pigeon I've seen, it's definitely some varitey of pigeon, maybe a rare one.

I'm interested too - I've never seen a tagged bird up close and am just glad it wasn't someones house-bird....
He sure didn't act like the pigeons I've been around though...
