That is what I was trying to figure out through my "rainy" vs. "now sunny" questioning. California has had an extreme amount of rain this year and now the hills and fields around us are blooming. I [I]know[I] people are suffering and I imagine dogs do too?
Maybe try doing an internet search on seasonal allergies for dogs?
