Thanks in advance for your input, and if I make it and it comes out nice, I will post a pic.  | I suggest you go to a Joann's fabrics or Hancock fabrics as they carry upholstery fabrics, which I believe is on the photo. There are some that are a bit stiff but some that would work well on making swag curtains. If unsure, have them point out to you the ones which would work well. I made a swag curtain for my daughter's room a long time ago with just cotton but lined it well and came out really nice. Unfortunately I do not have pictures to show it.
