I took Oscar to the vet for the same reason - I noticed these reddish bumps that kindof looked like pimples on his skin - but he was scratching so they were scabbing - The vet said that puppies often get a form of "puppy acne" (there's a fancier name for it that I can't recall) and that it will go away on its own. It could also be what you said - from being shaved for her spay. If it's just a couple spots, they don't irritate her, and they start to dry up, I would just leave it be. I spent almost 70 bucks so my vet could tell me that Oscar was fine.
