There is a different in allowing a male to "be" with a female and actually breeding the female. It is very common for some pet breeders to put two dogs together and hope for the best. The two dogs must actually be bred to call it a stud service..that is the responsiblity of the breeder.
If this breeder saw both bitches bred (tied) and neither took, I would not use him until he produced another litter or had a sperm count done...and I would never pay for a stud service if the breeder allows another bitch to be bred at the same time..
I have bred my own male with two bitches in the same heat cycle..a healthy male can be used once a day for several days with no ill effects...and nice size litters resulted..but it is never wise to over use a male.
