The reason for this is 12 years ago when we first bought our house, the neighbors accross the ally had 2 white German Shepards,they left outside 24/7 and a really bad winter came along. I tried to call animal welfare and they said they would be out to check on them. They never came.... The poor dogs were found frozen to death the next morning. The people moved out shortly after this happened,so I dont know if they got into trouble or not.Our animal welfare here is a joke to say the least.

When you say this though you have got to realize that some places don't have as harsh a winter as you must. Our winters here are rarely lower then 45...
