I got that e-mail too!
I sent it to PayPal.
They had me change my password for them.
I guess they have been having lots of problems.
When you use on-line credit it can be really scary.
The card I have for PayPlay is only used for them,
and everytime it's used, the credit card company
sends me an e-mail to let me know.
I really like PayPal, but it seems they have had
a few too many promlems
