I agree with Rhonda. Your brother is helping create the problem. You have to get him to stop playing rough with him. You want to be constantly teaching him not to bite, growl and act crazy. He won't understand that it's okay to behave this way when your brother is playing with him and not all the other time. It is unfair to yell at a dog for something he is being taught to do. I know siblings can be difficult to get through to...Good luck.
