First of all, I understand how you feel. When Brandy was a puppy I used to sneak her into places. I had thought Target was dog-friendly. One time I had her at the mall and she was sleeping in my bag and I noticed that someone had their Chihuhua out and on a customer service desk! So I took Brandy out too. Then a week later I went to a different Target and got kicked out right at the door. I am glad my husband was with me because the guy didn't lay a hand on me or try to. I really think you should complain about that. If they did not have a sign on the door, then how were you to know?
I do not agree with dogs in stores if they sell food and that is when it is against the law. Esspecially grocery stores because it is unsanitary. But if they do not serve food then it is up to the store.
I was looking up some information on the subject and I found this.
http://www.hearinglossweb.com/res/dog/purse.htm I had no idea this was going on, but it makes sense. Some people with disabilities are complaining that the public who bring pets in stores make the stores harder on them as well. Technically if you say your dog is a service dog, they can not ask for any paperwork or what your disability is. But they can ask what tasks the dog is trained to do. It looks like with more people bringing their dogs into stores makes stores crack down on people with disabilities as well by seemingly accusing those animals to be pets.
When COSTCO saw this man's service dog in the cart they probably thought it was his pet. I kind of feel bad for the person for having to go through so much. After reading this I don't think I will be bringing Brandy into places anymore.

I guess the best solution is to call places first. But at no time should anyone ever lay their hands on you.
