Sure they can. Some dogs are born with that INSTINCT. Depending on the breed ...it's a trait they are born with. When they attack it's not based on evil thoughts.
PEOPLE are NOT born with the instinct to attack. So when you see murders, cruelty and other abominations - that was a personal CHOICE...where as a dog relies on instinct.
There's a BIG Difference.
